Harbinger has 49-64 initial base damage.
Azwraith has 45-67 initial base damage.
Jakiro has 52-64 initial base damage.

Skills:
1. Reminds me of slithereen crush except more damage but only slows MS. MS reduction area lasts 8 seconds though. I think you can reduce the cooldown to around 12-15 seconds. It really won't be spammed anyway, with such low INT. Damage is fine. Stun time is fine.
2. Basic cleave ability. cleave percentage is fine.
3. A bit weak(see command aura of Vengeful Spirit). You can increase the bonus damage percentage.
4. Tank ability. HP and regen boost. Pretty weak for an ulti. Needs boosting or changes.
Stats:
Mostly acceptable. Good STR and AGI gains = good Damage per second. Needs Initial Armor.
Flavor: Badass Zerg Ultralisk. All brawn, no brain. Inflict as much pain as possible, take as much pain as possible. Tarrasque wants a word with you...
Overall:
Scourge equivalent of bradwarden, except less masochistic, more Killer. Good farmer too.
Suggestion:Item Build/Skill Build

Aegis
SnY
Power treads
Bkb/Linken's(situation based)
Option slot(whatever you feel that is missing)
Skills:
Skill 1 - 1, 12, 13, 14 (less mana at lower levels, same stun)
Skill 2 - 2, 3, 5, 7 (Farming, max early)
Skill 3 - 4, 8, 9, 10 (Damage, max second)
Skill 4 - 6, 11, 16 (Tank Boost)
Stats - everywhere else

About Tarrasque, the name was originally gotten from Torrasque, the Ultralisk in Starcraft.
About skills, the skills were needed to suit Torrasque's strength gain, especially sharpened blades.
Anyways, if you guys want strength bonus as well, just say yes, and the strength gain not higher than 30.

Don't know much about Zergs. Now that you mention it... Torrasque's heart is weaker than the Heart of Tarrasque... hehe. You can boost the Hp gains up to 450 at lvl 3. I see no problem in that. Sharpened blages got sharper. That's more like it.
