first of all, the mana regen is abssurd. SHE DONT NEED IT
2nd of all, the cleave is also absurd .DOES NOT INCREASE KILLING POTENCY
3rd of all, the price, if you hate rad, diffusal does better
4th and final, no it wonth help you farm, you only kill a bunch of them faster, but you dont farm faster

radiance is the best items u will be rush to use to mercurial
becouse if he have already a radiance this item will help him to farm well
to earn good items ^_^

But Spectre has a big problem in terms of survivability during early game, so how can I rush Radiance if I'm always killed or should I get a Vanguard?

good tricks usage with haunt and dagger

to share with you, my build is dagger stats
if you're running, haunt to a hero whos near a cliff or whatever, use dagger and walk pass cliff
to do this, minimap understanding is needed
i now has a prob with this as due to terrain change

and then i neutral until i get radiance.
Spectre is a chaser, and chasers need at least some HP. and ofc radiance is great for both chasing, pushing and farming. after that its situational.
if you have a too hard time with getting radiance, (which you shouldnt,) get S & Y first.

I completely agree with you because I always believe that "the best defense is a good offense."

from my experience, rushing radiance is the best option. i can usually get it by level 13-14. but i get at least 2 wraiths and a RoR then boots. slows a the item rush a bit but it helps in surviving and hero killing. my skill build is dagger and desolate. and always solo, so that your not underleveled and your gold from creeps wont get stolen by your lane partner (always experience that -_-) when you reach level six, scout the map for low hp heroes. remember that you have teammates, remind them that you can haunt almost dead heroes who are out of their reach you can get extra money. also, im pretty sure that you'll be able to kill your lane opponent by lvl 6. just make sure he doesn't have a stun.
sidetip: harrassing with desolate and dagger. attack most of his creeps until they are low health then dagger the opponent, making sure that the creeps get killed (dagger damages creeps or heroes it passes through so aim properly) then run to the hero and whack away making sure he has no units near him. you can only do this a few times since you really dont spam dagger cause you dont have a lot of mana. but when you do this and your opponent has craplike regen and stays in the lane with half health, by level 6 you can kill him.

I completely agree with you because I always believe that "the best defense is a good offense."
the fact that vanguard loses effectiveness so easily is why. once the enemy gets somewhat 100ish damage, vanguard's block is considered not so useful

magnus(obviously),gondar(serious mana and HP issue, but still i dont bother) and void, with good timing
