Paint is great, make a pic and upload to photobucket. DEFINITELY DONT USE POWERPOINT, EWW.
Photoshop if u have it...

Either you can visit my DotA hero avatar thread or you should use Adobe Flash if you have it (formerly macromedia flash...)
Just remember to save as .gif
