Hey are you talking about the chain lightning or the static charge effect. If it is the chain lightning, no it does not stack with melee frost attack (it does not even chance activate, u get either of the 2 orbs depending upon the poistion of the item in ur slots). It u referred to the static charge effect, no it is not an orb effect at all and hence wud stack fully wid melee orb effect.

we are talking about getting items which has orbs which dont stack. Skadi ranged is not a orb btw just a normal buff placer.
