THEY ALL DO DIFFERENT THINGS! no one is better! To defeat agi with str use tanks who deal good dps.
Examples:
Centaur
Magnus
Sven etc.

IceFrog made the game balanced, but there are heroes that mix in between attributes. They have already been mentioned but people like Anub'erak and Anub'seran both have stats that are equal(or close enough to) in the beginning and the common items builds for them have items that add to all attributes, NA gets Dagon and NW gets EoS

if u face permabashing agi heroes, get centaur. if no enemies permabash, u be permabasher with bara or bala or rexxar, and if lots of melee - Axe.

the game was made to be balanced

like it has been said, int heroes have the advantage early game because heroes don't have too much health, agi heroes are good late game because they can attack really fast for a lot of damage, str is good most of the game because they have more hp and have higher base attacks than other heroes

of course strength heroes will be stronger because they have more strength (play on words)
