Thread makes no sense. If he can afford 10 dollars a month, then he can afford the 15 bucks/month or less if paid in 3-6 month increments. His excuse is that he doesn't have a good enough computer to play on, but has access to an internet cafe. Therefore he can still pay for his own account and simply play it at the internet cafe; why would he need someone else's account? Looks like someone is trying to steal a lvl 70 char.
