Ehhhh... no...

First off there is no recipe cost for the item, so you are gaining 10 hp regen from absolutely nothing.

Secondly you have a perma silence item that deals masive bonus damage.

Either lower the chance to 10% or keep it at 15% and reduce the silence to 2.5 seconds and bonus damage to 60.

Get rid of the hp regen because you cant really put a recipe cost, it would make this item rediculously expensive. Plus its already got a good orb.
