I figured that I’d put this in the Dream Items section because it’s been pending for some time. I would just like to know what the problem with it is. There’s no icon for now because I’m on vacation, and I’m using a laptop with no picture configuration. Here it is:

Impious Cowl

Price: 6950 gold

Description:
Once a holy shawl of the gods, now veiled from the light to corrode in darkness. This blasphemic mantle had been put away in a mere closet. It had endured years of dark auras and demonic curses. Only the ancients could access it, but they did not want to test it's power. It's power, was defiant, like the sly rogues who roamed around azeroth. No one knows what would happen if someone wore this, no one dares to.

Requires:
Hood of Defiance (2350 gold)
Vladmir`s Offering (2400 gold)
Crystalis (2200 gold)

Gives:
Grants a +15% Lifesteal Aura (Melee)
+48 Damage
25% spell reduction
+8 hp regen

Active: Shadowstep
Will blink 400 aoe in front of the foe. Grants 80% Chance 2x Damage Multiplier for a random 5 – 8 seconds. 650 Casting Range. Mana Cost: 150, Cooldown: 65. Other crit items do not stack. Does not stack with Passive Spell Crits, but only increases the chance of either crit.

Discussion
This is obviously a late game item, looking it's massive cost, but it's pretty much worth it. I think the build for it is moderately okay, considering that you'd have to start farming for in mid-game. I would recommend this to mostly the AGI heroes, Crit Heroes and Fail-Chase Heroes.

Clarification

The Lifesteal on this item is an Aura, meaning that you're free to have two Lifesteal items.
The Spell Reduction applies only to spells... Normal armor protects from all kinds of damage, but this specific reduction type reduces spell damage only.

Shadowstep is a very good chasing/finisher spell. It doesn't require too much money
(for late game) and it can kill easily. Example: Knight Davion runs away with his little low health due to the massive crits of Mortred. Mortred Blink strikes, but Davion flies away, then the Phanton Assassin Shadowsteps and comes back with bounty.

Too weak. Most of the component's bonuses have been purged or dampened. Bonus skill too weak to compensate. Few people would buy both Crystalis and Vladimir's or Hood, slows down a lot late game items unless the game will be decided fast. Not worth exchanging an actual late game item for this. Might as well get Dagger instead of spending all this gold.

Needs buff and / or changes.

sadly you dropped out all the important effects imo...you havent got the damage block and nerfed the 30% to 25%...the step is useless since the heroes you would get this item on (rikimaru and other chaser) dont need it since they have a blink and other heroes better get dagger...probs rework it with a dagger included and only keep the crystals..
