Yes they will. They don't say they don't affect Elder Dragon Form.

Actually I'm changing what I said. I don't think he's set to Hover. He's still set to Foot or ground if that's less confusing. Because of the above quote (somewhere), it says that the trigger for Toss checks if the affect unit is Elder Dragon Form or not and not if it's set to a Foot movement type.

He cant toss DK in elder form because icefrog is a big BIAS.
