This applies to most heroes:
Do not get boots as first item.
First items should always include some regen items. Viable options for starting pack are:
- Ring of healing (if randomed)
- Courier + bottle + branch (if randomed)
- Bottle + branch
- 2 tango packs + circlet + 3 branches + clarity
- Ring of regeneration + 1 tango pack + 2 branches
(Above suggestions can preferably be modified to include a courier, unless you are sharing a courier with someone else (Courier is personally probably my most common starting items, since i play pubs where people often do not get couriers)).
Now to the syllabear specifics.
- First a starting packacke from above (no need for any clarities since sylla is rather mana independent).
- Then get 1 or 2 bracers or wraiths for overall stat bost
- Then 2 pair of boots (if you feel that there is a risk for you to die in your laning situation, get boots for sylla first, otherwise for the bear (if it is lvl 4 bear already) since that will enable the bear to catch up to a fleeing enemy and if you are lucky entangle him
- Upgrade sylla's boots to str power threads (for survivability early game, can be changed later)
Now you can choose whether to play a syllabear centered item build or bear centered.
If you go for syllabear:
-Get an orb item of choice (basically most orbs work for sylla, imo. Don't get skadi though, since it will take to long to farm and you need to boost your dps asap) Go for diffusal if enemies have fierce ulties which can be dispelled by using manta (e.g. venomancer, rooftrellen) or if they have 2 normal attack bashers (e.g troll, slardar, void) (since image heroes are good against that type of hero (they won't know who to "stun-lock")). Otherwise HoD is also nice, giving you the oppurtunity to convert a neutral creep with an aura which benefits both you and the bear (preferably centaur because of its stun + aura). Desolator is also an option if you want to maximize damage early. S&Y prob works too, but I prefer one of the three aforementioned.
- After your orb, get a butterfly
- If game still isn't finished, complete satanic if you need more survivability, otherwise build a crystalis.
If you play the bear centered version your aim is to maximize attack speed of the bear, in order to increase the rate at which entangles appear.
This is done with power treads or hyperstone (power threads have the extra ms bonus which is nice, but hyperstone is slightly more cost effective if you consider only the ias (due to the fact that the bear gets no benefits from the +10 stats part of power treads) After equipping bear with one or both of these, either start building items for syllabear, or get a radiance (which gives massive damage which synergizes well with your ias + since the bear can be sent towards the enemy rather recklessly without you dying, the immolation can be utilized well + if an enemy is almost dead but escapes, you can let your rabid bear run after him (without attacking him), draining last few hps with immolation)

I usually farm up a maelstorm and get a bunch of glove of haste on your bear so he can ensnare alot. your problem is you don't have a disable so getting gloves for your bear is pretty nice. and of course boots. you can get either power tread or phase boot depending on what you like. Now I seen people using S and Y on him and it works nice but it lacks damage. so here is my item build for him.
Sylla:
power tread (agility first for farming strength later)
1 wraith and bracer for farming and surviver.
maelstorm for more farming.( works great with rabid) later turn to mjonir
MKB the ministun works great with rabid and mjonir.
bear:
boots or power tread or phase boot
3-4 glove of haste
anything else you want. maybe even hyperstone.
So try it. with maelstorm you should be able to get these items for both you and your bear in about 40-50 minutes depending on how you farm, neutral farm, and kill.
