Gloves of Spell Mastery

The gloves of a powerful wizard whose gloves can instantly steal buffs.

Requires:
Gloves of Haste (610)
Staff of Wizardry (1000)
Gloves of Spell Mastery Recipe (1100)

Gives:
+10 damage
+20% attack speed
+14 intelligence
Activable Spell Steal that Steals a positive buff from an enemy unit and applies it to a nearby friendly unit, or takes a negative buff from a friendly unit and applies it to a nearby enemy unit for 90 mana.

Cooldown: 25 seconds.

Complete list of buffs that can be relocated?

I'm asking for this because this item may be very very IMBA.

I'm thinking that aura effects aren't really included here, right? If this was able to relocate Doom, then this would be very IMBA...

Only some like viper srtike, poison touch, weave, frenzy, etc. but not poison nova.

Aphotic Shield is a buff.

Repel is a buff.

Guradian Angel is a buff.

Doom is a debuff.

Fury Swipes is a placed-debuff.

I think that ALL ulti spell must be excluded from Spell Steal.Also stun,viper and shadow strikes and the any buff that damages the hero in time must be excluded.At least,their negative effects must only be removed,not be given enemy units.
