Using the delay reducer you can reduce Warcraft III's default delay of 250ms to any value you wish. No longer will the host have an advantage over others. This program to reduce delays is completely free. You can also use the delay reducer for other software, I however really like using it for Warcraft 3 to make the games less laggy with less delay. When I reduce the delay people usually like joining my games again and again.

From what i understand there is a 250ms delay from you to host (from what i get that means if host does something they you will see it on your computer a little bit later (like lag)
If you reduce it then there is no delay between you and the host.
EDIT: Ignore my post! The next post explains things much better...

Eh, I'm not satisfied with Stealth Lord's explanation, so here's what delay is in my opinion:
It takes time for information to travel between computers, and when you have 10 players in a room in a game where 0.2 seconds could make or break your hero, it's important that *everyone* has a fair advantage. For example, without a set delay, the host will have instant reaction while everyone else may experience a delay of maybe 0.1 seconds between their commands and their hero's reaction.
So by default, Wc3 incorporates a 250ms delay. In other words, no matter how fast your internet connection or how low your latency is, it is locked at 250ms. If you click to move your hero, it will do so 0.25 seconds later... and for everyone else too. Equality. A benefit of such a high delay is that people who lag or spike will not instantly disconnect or die because they don't register as becoming out of sync (ie, delaying more than others)
However, people who all play in a reasonable region (IE, US east) will have latencies much lower than 250ms. It should technically be possible to play a game with a set latency of 200, 150, or even a 100, without adversely affecting the game/causing lag/disconnecting people due to a player's inability to keep up with the latency. So that's where LC, delay reducers, dotazilla (never heard of it), etc etc all come into play.
By default, LAN games are hosted at 100ms delay (Bnet games at 250ms delay). So LC allows you to host from the LAN, which gives a delay of 100ms instead of Bnet standard 250ms. This is one way of reducing delay.
The other is delay reducer, which is a small application that allows you to change a certain parameter in wc3 and allows you to freely control the latency. In korea, i had this set on 60 and it worked beautifully, but sometimes it's useful in the U.S. to set it slightly above 100 in case someone is experiencing spikes.
That's why in LC games it's important to check pings and make sure they're below 100ms. Otherwise players will experience spikes and the whole thing goes downhill.
As to the OPs post, as far as I'm concerned Blizzard doesn't want *any* third party programs. But if they start actively banning people who use LC or similar programs, there will be *a lot* of protests, because Blizzard isn't giving features to people who want them, but taking it away from players who were clever enough to incorporate those features themselves. Hence, I use LC freely even though Blizzard can and may ban you for it.

LC isn't third party
you can't kick....

Some people might find LC complicated. As it takes a small amount of time to set up (as far as I know).
I use VCK (Visual Custom Kick). It may not be very liked since you can use it to kick people. But I've never encountered any problem.
If you want something simple, you can just get the program "Delay Reducer" which has one task only. And that is to reduce the in-game delay. I used it before VCK, worked great.

I think LC is the best way for me.

@antih3ll
Well, when I first upgraded to version 1.24 I couldn't start WC3 with VCK running. But then I upgraded VCK to 3.8.0 and it works just as it did before.
Don't know what you have done or haven't done.
