During the times of drought, Dhatu Ravu was called upon to summon the clouds of rain and winds of summer. But because of the ongoing war between the Scourge and the Sentinel, the land has suffered greatly. In a desperate attempt to stop the war, he joins the Sentinel to destroy th Scourge.
Dark Storm (D)
Dhatu Ravu summons a great storm to desolate his opponents. 500AOE. Cast Range 600. Cast Time .5 seconds. Last 10 seconds.
Level 1 - Deals 12 damage per second. Randomly stuns one enemy for 1 second beyond 100AOE within the storm. Those within 100AOE or in the middle of the storm will be unaffected.
Level 2 - Deals 18 damage per second. Randomly stuns two enemies for 1 second beyond 100AOE within the storm. Those within 100AOE or in the middle of the storm will be unaffected.
Level 3 - Deals 24 damage per second. Randomly stuns three enemies for 1 second beyond 100AOE within the storm. Those within 100AOE or in the middle of the storm will be unaffected.
Level 4 - Deals 36 damage per second. Randomly stuns four enemies for 1 second beyond 100AOE within the storm. Those within 100AOE or in the middle of the storm will be unaffected.
Mana Cost: 150/175/190/220
Cooldown: 30
Framework: A dark cloud will cover the AOE. Lightning will flash around the targeted area.
Lunar Tide (N/A)
The moon gives great strength to Dhatu Ravu. Increases his attack,armor and mana regenaration during the night.
Level 1 - Increases his attack by 10%,armor by 1 and 30% mana regeneration.
Level 2 - Increases his attack by 30%,armor by 2 and 50% mana regeneration.
Level 3 - Increases his attack by 50%,armor by 3 and 80% mana regeneration.
Level 4 - Increases his attack by 70%,armor by 4 and 110% mana regeneration.
Mana Cost: N/A
Cooldown: N/A
Framework: He has a white aura surrounding him during the night.
Cold Grip (C)
His cold hands freezes and causes his enemy to be immobilize and prevent regeneration. Cast Range 400.
Level 1 - Prevents hp and mana regeneration for 15 seconds and stuns for 1.5 seconds.
Level 2 - Prevents hp and mana regeneration for 20 seconds and stuns for 1.5 seconds.
Level 3 - Prevents hp and mana regeneration for 25 seconds and stuns for 1.5 seconds.
Level 4 - Prevents hp and mana regeneration for 30 seconds and stuns for 1.5 seconds.
Can only regen using items: Mecha,Flask of Sapphire Water, etc.
Mana Cost: 120
Cooldown: 45
Framework: The target is frost and will have Cold Grip icon to show it has prevented regenaration.
Twister (T)
A powerful tornado is summoned by Dhatu Ravu to annihilate everything in his path. 500 AOE. Cast range 600. Casting time 2 second. Last 5 seconds.
Level 1 - Those within a 450 AOE will be pushed back by 300 and receive 100 damage. Those within a 400 AOE will be sucked in and receive 60 damage per second. Ranged allies can attack enemies trapped within the storm but have 80% chance of missing.
Level 2 - Those within a 450 AOE will be pushed back by 300 and receive 150 damage. Those within a 400 AOE will be sucked in and receive 100 damage per second. Ranged allies can attack enemies trapped within the storm but have 70% chance of missing.
Level 3 - Those within a 450 AOE will be pushed back by 300 and receive 200 damage. Those within a 400 AOE will be sucked in and receive 140 damage per second. Ranged allies can attack enemies trapped within the storm but have 60% chance of missing.
Aghanim's Scepter: Those within a 450 AOE will be pushed back by 300 and receive 250 damage. Those within a 400 AOE will be sucked in and receive 170 damage per second. Ranged allies can attack enemies trapped within the storm but have 40% chance of missing.
Mana Cost: 190/290/390/490
Cooldown: 120/100/80/60
Framework: A wall of wind will cover the AOE. Clouds become more translucent the higher the level of the skill.

i heart your idea on the 'eye' of the storm. a few suggestions though, instead of dhavu storm being an aoe skill, it should be a targeted skill (a bit like prophet's sprout but if you choose to run, you'll get hurts, or possibly slowed, i think the random stun is okay, but you should remove damage.)
the lunar tide passive should turn into an active skill, in which the map turns rainy for 10 seconds and you get your increased mana regen, armor and damage, during which the time does not pass. if your idea was to make another night time hero, possibly to counter night hunter it was a good idea, like a more int based night hunter!
ulti isn't too bad because it doesn't last for too long, but that would really own for ganks.
possibly also for cold grip, make it a dps instead of a stun?

Dark Storm = this is an ok skill i guess...
Lunar Tide = i really love this skill. nice idea!
Cold Grip = again, with the skill name being cold grip, target should be slowed instead of stun. plus, having 2 stun skills on a hero isn't very compatible...
Twister = another great skill.

Skills.
Dark Storm. A strong massive skill which damages in the AOE and randomly stuns an enemy unit. Stun prioritizes heroes to be stunned.
Lunar Tide. Similar to the Night Stalker's third skill. Only activates during the night and this gives him an advantage in battle.
Cold Grip. His cold hands paralyzes his opponents and also stops their healing powers. Effects are similar to frostbite but without damage and stops hp and mana regen of enemy hero. Can only be cast on heroes.
Twister. In the Area of effect of twister, those trapped inside will deal great damage. Those who attempt to enter will deal damage and be pushed back. Ranged allies can attack those inside but they have great chance to miss. Blink ,Burrow Strike, Blink Strike are the only skills that can be used to escape. Time Walk and other skills will fail. This applies to allies as well. Allies will also take knock back damage if they attempt to enter or exit the Twister.

Cold Grip+Dark Storm

Umm how much does Dark Storm movespeed? It can be controlled isn't it? Or it would follow the enemies automatically?

Dark Storm will have 100 movespeed.... direction of movement depends where you face when you cast the skill.........
