I get it whenever I use DPS heroes like Anti-Mage or Lycanthrope.. The 2 second cooldown may not be convincing yet IMO.. It's still effective..

sometimes, a stun can be much more useful than anything else, plus, Basher gives damage and strength.

i get basher on Syllabear, you can easy permabash someone with your bears entangle + your ulti gives you attack speed

Our leaver Lycan granted the team a Basher, and I was Mortred. I'm fairly convinced that the Basher won the game ... I nabbed it and ended up with 26-9 IIRC. But I WAS permabashing people, or as close to it as you can get with the cooldown.
Not useless. Just underused - you see, I would have never ever "wasted" an item slot on that.
