The real issue is that theres only so much we can do with items. Heroes... more complex, more room to move, more things to do. All sorts of stuff we can do with heroes. Items? We've got ... MS, IAS, damage, armor, STR, AGI, INT, mana, mana regen, hp, hp regen, auras, crits, orbs, evasion, various actives. THATS ALL! Heroes can take about half of those and then a zillion different skill combos and synergies.
