Bottle is for gankers
Magic Stick is for burst hp and mana

You don't get magic stick for a certain hero, you get it to counter a certain hero. example: BB

The only hero I believe is good to get independant of the other heroes, is silencer. Perfect with curse.
Other than Nortrom, as everyone said above, it depends of the enemy line-up.

And about bottle and magic stick, stick gives you survival in lane, is better for who wont leave the lane imo, and bottle for who ganks and roam.

Per charge, but you can store 10 charges. 150hp/mana will win you a 1v1 fight alot of the time. Thats an extra nuke, and a fair chunk of HP. Think about how many times your died 1v1 and the enemy hero has virtually 0hp left? That goes away if you have a magic stick (with a few charges).

And BB=Bristleback.

^Actually the upgrade which I believe is wand can have 15 charges.

yes, 15hp and mp PER CHARGE, +3 all stats, and instantaneously.

But i still dont use it(because i never encountered bb in pubs)!! lol
wish magic stick can also be refilled in fountains for better use.
15hp per spam was insignificant if the spell casted will deal high dmg (ie laser).

Since I play ganker heros, i tend to forsake the stick for the power of the bottle
capturing runes is rarely done in pubs, and it really does give you a massive advantage to click, and the power, max movespeed, double damage, or retreat for 5 secs and return fully powered to gank once more
images can also help you trick opponents, or towerdive.
I've tried stick a few times, and I have to say, it was really helpful, it often depends on the heros you're facing though
However, if they have a zeus or bb, and you're going midlane, don't hesitate on wand or stick
