Razor's new item build

i want to ask about it .. i read one thread that says like this : "eye of skadi is the best for razor orb PROVEN and TESTED" so now i just have to make the item build but i still confused about the lineup : it supposed to be like this :
1.vanguard
2. power tread or phase boot
3. .... then can you help it ?

My item build in general is:

-2 bracers
-Phase boots
-Diffusal
-Lothar
-Manta
