well, its not entirely useless. but its totally not effecient. just go with a partner into a lane and you would get more xp/gold probably. (if the enemy isn't completely stupid)
stacking makes it so that jungling is more effecient than a lane.
for axe, for example. if you stack. you kill faster and you can get a level advantage by jungling.

Hey man, if you really want to try juggling from lvl1, just get naix!!! He is the easiest juggler!!! You need to be very careful of the camp-choices you make.

Unless someone has an in-depth guide to stacking regular neutrals, I doubt I will even attempt jungling; Terror, Centaur, and Naix seem promising though. Is jungling without stacking, despite no obvious benefits, a way to avoid ganks, feeding, and such against a strong laner?

Jungling is a good way to avoid being pwned in a lane against Viper and Huskar, but it doesnt mean it will always farm you faster. Avoiding ganks shouldnt be too big of a problem early game unless theres a roaming VS around. Stacking doesnt have too much benefits unless your are stacking the creep pull camps.

And I don't think anyone will say having Chen jungle is useless. Having Chen lane is useless compared to ganking+neutrals.

It's not, because Chen gets DPSed by midgame, and is just a bad healer and support lategame. While you can push more towers in -em, items matter less in non -em, and neutrals are better earlier in the game. And in non -em there is more time for ganking, so wasting 30 seconds out of the jungle, ganking, does not hurt you as much in -em.

Well, I find that jungling in -em gives me more gold and exp. In a non -em, I always seem to fall behind levels and gold. Maybe I'm just not a good jungler.

Laning in -em provides more XP as well. Also, creeps in -em don't provide more gold. In -em, you just get more gold per second (2, not 1), and 1.5x experience from creeps.
I would like to point out that MIDAS is among the best jungling items out there. I have a few replays of me as Lycan, just ricefarming for 15-20 minutes, our team is losing towers, then I pop out with some crazy items and eat the other team. Yes, I do pull when jungling Lycan, as it saves me a fountain trip or two, so about a minute or two.
With Chen, the trick is to tank some hits for your creep, at least until level 5. And packing a single clarity is very useful. And converting crappy creeps (level 4 satyr, ogre magi, etc.) means that you are trading mana for faster jungling, as you don't need to walk past creep camps.
Jungling has some luck, as you could keep getting the 4 satyr camps, or lots of golems, or way too many furbogs. And gank once you reach level 5, unless you are low on HP.
