Story
Once a mighty warlock who has mastered a great dark arts. Years ago before the war of ancients occured, Tarsis had traveled to Draenaor while on his way to the boundary of Draenor, Tarsis found a rare parasite. Tarsis was curious about that rare parasite so he decided to put it in the flask and show it to Ner'zhul, an orc shaman who has an high intellect.When Tarsis arrived at the Draenor,he hurriedly looked for Ner'zhul. But Ner'zhul was not in the Draenor, Tarsis got no choice but to study the parasite all by himself.When Tarsis went to get the parasite. The parasite was gone! He did not know where did he put the flask that contains the parasite.Tarsis is scared because he did not know what will happen to people who gets effected by that parasite.
Weeks later a strange parasitism occured. Most of the orcs lose their mind and went mad.On the other side Humans gain superhuman strength and invulnerable skin.The parasites cannot be removed from the person, the only way to get rid of the parasite was to kill the host. Tarsis feels that this parasite was the parasite that he found. Because he is a man of principle Tarsis wants to take the responsibility of what was happening to the people.With his great power he tried to remove all parasite in one's body and seal them to his body.With this he successfully cured all of the people that has been affected by the parasite.But on the other sided parasites are multiplying on his body.Affecting his instincts and gaining control over his body.
After some years. During the war of the ancients, The Lich King found Tarsis on the boundary of Azeroth.Lich found out the potential of Tarsis being a great warrior.Tarsis that the people knew was gone. Parasites have been controlling his body.The parasites destroyed the life of Tarsis. From being a man of principle,He is now a hideous person that everyone afraid of.

Toxiplasm(T)
Parasites inside the body of Tarsis releases a lump of eggs inside the units body, After some time the eggs begin to hatch and making the units body to explode while dealing damage to nearby enemies.Pure damage.
Level 1 - The targeted unit will take 25 initial damage.The unit will lose 15 hp per second.Last 3 seconds.After the 3 seconds effect,the targeted unit will take 30 damage, units inside 300AOE near the target will take the half of the damage that the targeted unit taken from this skill.
Level 2 - The targeted unit will take 35 initial damage.The unit will lose 20 hp per second.Last 3 seconds.After the 3 seconds effect,the targeted unit will take 40 damage, units inside 300AOE near the target will take the half of the damage that the targeted unit taken from this skill.
Level 3 - The targeted unit will take 45 initial damage.The unit will lose 25 hp per second.Last 3 seconds.After the 3 seconds effect,the targeted unit will take 50 damage, units inside 300AOE near the target will take the half of the damage that the targeted unit taken from this skill.
Level 4 - The targeted unit will take 55 initial damage.The unit will lose 30 hp per second.Last 3 seconds.After the 3 seconds effect,the targeted unit will take 60 damage, units inside 300AOE near the target will take the half of the damage that the targeted unit taken from this skill.
Casting range : 600
Mana Cost: 40
Cooldown: 11/10/9/8
Framework: Tarsis will throw a lump of eggs that will hit the target, upon reaching the target it will explode.Then the unit will gain the buff.After some time big gush of blood will come out from the target.
Note: This is Tarsis primary nuking skill
Parasitic Influence (C)
Tarsis uses a parasite to strengthen or damage a unit. Units nearby the targeted unit will gain the buffs too.
Level 1 - Deals 10 damage per second if targeted to an enemy, also if the enemy unit is under this skill and gets affected by Toxiplasm. There will be a 50 bonus damage.On the other side the ally unit will gain 11 additional damage per second.The 2% damage dealt by the ally unit while affected by this skill will be gained by that unit.Last 6 seconds.(Nearby units in 350 area on the targeted unit will get affected by this skill too.)
Level 2 - Deals 15 damage per second if targeted to an enemy, also if the enemy unit is under this skill and gets affected by Toxiplasm. There will be a 65 bonus damage.On the other side the ally unit will gain 12 additional damage per second.The 3% damage dealt by the ally unit while affected by this skill will be gained by that unit.Last 6 seconds.(Nearby units in 350 area on the targeted unit will get affected by this skill too.)
Level 3 - Deals 20 damage per second if targeted to an enemy, also if the enemy unit is under this skill and gets affected by Toxiplasm. There will be a 80 bonus damage.On the other side the ally unit will gain 13 additional damage per second.The 4% damage dealt by the ally unit while affected by this skill will be gained by that unit.Last 6 seconds.(Nearby units in 350 area on the targeted unit will get affected by this skill too.)
Level 4 - Deals 25 damage per second if targeted to an enemy, also if the enemy unit is under this skill and gets affected by Toxiplasm. There will be a 100 bonus damage.On the other side the ally unit will gain 14 additional damage per second.The 5% damage dealt by the ally unit while affected by this skill will be gained by that unit.Last 6 seconds.(Nearby units in 350 area on the targeted unit will get affected by this skill too.)
Mana Cost: 35/45/55/65
Cooldown: 18
Framework: Units under this effect will have purple aura around its body.
Note:Buffing skill of Tarsis.Cannot use on Tarsis but Tarsis can be affected by this one.(meaning if Tarsis goes near to the targeted unit he will be buffed by this skill)
Lecherous Hands(E)
Tarsis and the parasites hand already become one.With that his hands had already been turned into a gruesome thing, but one it touches a living critter. It will suddenly sucks its life force.(Orb effect,Can be affected by 2nd skill)
Level 1 - Everytime that Tarsis successfully attacks the enemy, He will get a portion of its life force which builds up and releases it.Steal 4% of the enemy's life force. Adds 1% per attack.Has a cap of 10%. When Tarsis reached the limit he will release a huge amount of energy 200 Area that deals full damage of the 10% that Tarsis made.
Level 2 - Everytime that Tarsis successfully attacks the enemy, He will get a portion of its life force which builds up and releases it.Steal 5% of the enemy's life force. Adds 1% per attack.Has a cap of 10%. When Tarsis reached the limit he will release a huge amount of energy in 200 Area that deals full damage of the 10% in that Tarsis made.
Level 3 - Everytime that Tarsis successfully attacks the enemy, He will get a portion of its life force which builds up and releases it.Steal 6% of the enemy's life force. Adds 1% per attack.Has a cap of 10%. When Tarsis reached the limit he will release a huge amount of energy 200 Area that deals full damage of the 10% that Tarsis made.

Adds 1% per attack.Has a cap of 10%. When Tarsis reached the limit he will release a huge amount of energy 200 Area that deals full damage of the 10% that Tarsis made.

Framework : Lifesteal effect but color red. The huge blast is red colored shockwave.
Note : It is just simply life steal but it increases each time that Tarsis successfully attack.If it reached its limit there will be a huge blast will occur and deals damage in an Area. I will use level 4 as an Example (Ex.The life steal will start at 7% each attack will gain 1% of life steal until it reached its limit so this will be the trend , (7% + 1% = 8% + 1% = 9% + 1% = 10%) It will only reach up to 10% then the damage created during that time will be dealt into 200AOE. Meaning those attacks starting from 7% up to 10% will be summed up and damages units inside 200 Area.
What if the unit that Tarsis is attacking dies while not reaching the limit?
Tarsis will have 3 seconds to find another prey or else the trend will reset.
Parasitic Paradox(X)
Using a horn created from flesh Tarsis releases a frightening sound causing the enemy units inside the Area unable to move and receive damage.Units affected by this skill will receive 15% damage from Tarsis, Each level will gain 5%.For those who has escaped from this skill, the overtime damage is not pure and can be reduced by the resistance of the unit.
Level 1 - Units inside the 900 Area will receive 250 damage and will be Unable to move(but able to use skills/Attack) for 4 seconds. If the unit blinked/escaped while affected by this skill will receive 30 damage per second which last 7 seconds.
Level 2 - Units inside the 900 Area will receive 350 damage and will be Unable to move(but able to use skills/Attack) for 5 seconds. If the unit blinked/escaped while affected by this skill will receive 40 damage per second which last 7 seconds.
Level 3 - Units inside the 900 Area will receive 450 damage and will be Unable to move(but able to use skills/Attack) for 6 seconds. If the unit blinked/escaped while affected by this skill will receive 50 damage per second which last 7 seconds.
Mana Cost: 150/175/200
Cooldown: 110 seconds

Most skills have too many effects!
1st,increase the initial damage?
55+90+60=205
Seems so low
2nd, boring effect...but the area effect makes it better
3rd, feast + imbaness,but it is good
Ulti, ohkay, the disable seems too long, but i think it is good enough...
I am worried, my hero might be worse than yours T_T

The parasitic ifluence adds a damage to the Toxiplasm which makes it 55+90+60+100=305 ^.^

First, the story is kind of funny. Why did he have to seal it to his own body? He managed to remove it right and it was sealed before right? He can just seal it again somewhere or into something.
Anyway, to the skills...
1st skill- Cool, I like the idea and it's balanced.
2nd skill- First, it doesn't make sense to the overall theme of the story. You said that Tarsis is a hideous person that everyone is afraid of. Also that he is being controlled by parasites. Then why the hell would he strengthen his allies. They should also like, get damage or something since the parasites only cares for their own and their host's survival.
Anyway to the balancing, everything since fine except for the bonus damage. The bonus damages are too strong, nerf it.
3rd skill- Cool, very unique and balanced. I really liked this skill, for me it's the best of them all.
4th skill- Just one question, is the damage pure to those who have escaped? If it is, then it would be imba. Also lower the CD to about 120. The game would have been over before you would be able to use this skill again...=p

About the story, I just typed it cuz i dont have any ideas for the story, Maybe you could help me by refining it ^.^ (thts why i said sorry ^.^)
For teh second skill should i make the bonus damage 11/12/13/14?
4rth skill , nope the damage is not pure and can be reduced by the Magic resistance of the target. ^.^

Yeah, 11/12/13/14 would be good.
And as for the story, how about Tarsis is instead one of those shamans who uses parasites or leeches to cure by sucking off the evil impurities from the person. Then one day, because of too much evil coming from people (because of war, corruption and blah blah) Tarsis got overwhelmed and he became evil instead. The Lich King then recruited him.
