Proposed Exception to quick post limits

I was trying to edit a post I made, and the site informed me that I was unable to make a second post so quickly after the previous post, and to try again later. Is this restriction new, or have I just never encountered it before? What exactly are the limits?

Finally, I suggest that the restriction be lifted for post edits.

restriction of posting really fast is old already. to avoid frequent double/triple posting.
