Skills:
1. Disable spell. High mana cost but hero has good INT, so it's fine. How slow is the slow effect? Lower the cooldown, too long for a spell with low damage and not even a stun. 15 seconds is good.
2. To evaluate this one, I'm going to do a number crunch. Since 1 don't know how many hits can be done in a second, I'll assume 4 hits/sec and a lvl 4 of this skill.
Assuming all hits connect, that is 40 dmg*4 hits/sec*5 sec duration. 800 potential damage for a non-ulti skill. Also a max of 5 second disable to shame Rhasta's shackles. Luck based, but insane damage potential. We should also take account armor though, making it around only 500-600 damage with good armor. Wreaks havoc early game. You would deal at least 240 damage though.
3. Pseudo-evasion similar to Tiny or Mercurial. Good againt Melee, better against melee with butterfly. Fine on it's own.
4. Weird skill. Targeting might be a bother. Best used to push someone into your tower or something. A bit weak, but disables. Bad though if a creep is in the way, wasting 80 seconds of your time.
Stats: Mostly fine. Pretty high INT, but has expensive spells anyway, so that's fine too. MS is okay. By calculations, should have 18*13=234 initial mana.
Flavor:
Slasher. Makes good use of the sword. Lives up to it's namesake. Don't know where the unnatural intellect springs from though.
Overall:
Large disable arsenal for an AGI unit. Has silence and stun spells. Good at fending off meelee. Average attack damage at late game, suffers from low/average HP as well.

Forgive me if I'm blind...but how far does her Ulti push an enemy back,. How long do you run or for what range?

Let's say you [Celestine] is at point A. You use her ulti and target the ground. She will travel 700 range towards the point where you clicked. If an enemy is in her path [let's say 350 distance from her], she will stab the enemy and push it with her.

It may stand a chance against the other Heroes in dota but it won't be able to last very long. Over all it's a good design .

It's kinda cool.
But, comment is comment [heheh].
First.
The ulti.
- Why first enemy counter?
It's make this skill hard to use right? [while this is ulti].
- Why 400 ms? why not adding ms.
I suggest make it add ms around 100.
Cause if you give her boots of travel + s&y, her ms is already 440.
[310 (base) + 90 (boots of travel) + 40 (10% from s&y)].
Second.
Thousand Slash
- I think this skill could become passive skill.
Because 24% -> normal stun chance for passive. [see fleshless void & slardar]
+ 40 damage -> it's just like magina's mana burn [his mana burn add 48 damage]
[just opinion tougth].
Third.
Shock.
- Why melee range?

Blade Counter
- What about making her block any attack [with same percentage] but could counter if the attack is melee.

For the ulti, I think he meant to set the MS at 400, not add 400 MS to the hero's current MS.
Thousand slash is active because it provides a 500% boost in AS. 40 damage and a 24% chance of 0.3 sec stun are to balance the high potential damage the skill has.
Shock being melee range is probably just flavor. Yuo don't expect a sword to disorient an enemy from a distance.
Blade counter blocking/countering only melee is also probably flavor.
