Yes it is, in fact, some league games ban necronomicon. Not all though.

Necronomicon summoned units have mana burn and mana break. Plus, one of them deals 400 damage to the one who killed him.

The only downside is that its user needs to master micro-ing in order to make most of your units.

I just used Necronomicon earlier in a game. I used Rexxar. Managed to kill Axe because of the Necronomicon Warrior. He spinned too much lol. Dead Necro Warrior = Dead Axe

Chen get control 3 units with Holy Persuasion skill , 4 units from helm of dominator, 2 units of necro, and 1 hawk equipped with Radiance and dagon = total microing 11 units

It's expensive to buy necro 3 just to avail the true sight, however, I like the 400 damage and the manaburn..

Well, it doesn't drop. That is why people waste that money on Necro3 instead of buying GoTS and get constantly ganked.
