freezing breath should cost some mp and the eyes of storm should have a bit higher mp cost. overall good.

Skills:
1. Modified waveform. Slightly shorter range and higher mana cost, but has the push sideways thing.
2. Mkb and Skadi in one breath. Lets you work on other items. 15% is fair enough, i think.
3. Defence is needed to mount a good offense. Lets you ignore creeps, stay longer in nuker lanes, and discourages harrasing. lower mag resist to 6/12/18/24. 30% is a bit too high, with the other abilities in the package.
4. Enigma and Sand King in one package. Add a 1 second cast time for fairness(epicenter has 2 seconds, black hole has one second). Needs AOE of slow, AOE of damage, and AOE of vacuum. Needs 10 seconds more cooldown. Up mana costs to 175/250/325 due to powerful effect. Make damage per pulse 50/75/100.
Stats:
Stats are fine. Stat gains are fine. Base attac speed is not fine, suggests 1.6(1.3 is too high for unit with slow orb). MS is fine.
Flavor:
Personification of EVIL(No power for 4 days makes me sad). Reigning typhoon of the year blows the competition away. Beware to the sentinel, no PC for you while this thing is around.
Overall:
AGI killer. No escaping this guy, if you outrun his slow-strike, he blink-nukes close and slows you again. There's also the surprise lothatrs+ulti to fear.

hey, I guess the Freezing Breathe and the Storm Barrier skill are way too unbalance.. Just think of it, if you face Razor and hit him with the freezing breathe skill, he wouldn't have any chance to escape, right? slows enemy by 30% and deals 80 bonus damage without mana cost is too unbalance. I suggest that the bonus damage reduced to 15/25/35/45. And there is NO deflection for 100% damage return, way too crazy??!?

wow this hero is imba
and i like it!
i agree with quickbrownfox about your ulti.
1) there should be a big difference in damage per ulti (50/75/100 is good i think)
2) the pulse should be inreasing per lvl as well, perhapse like sk (6/8/10)
3)make aoe of spell increase per lvl as well like 300/400/500 or 350/500/650 (this might be too big, im not quite sure)
4)make slow last for a certain number of seconds after last hit (5 seconds maby) and increase the slow per lvl (10/20/30 was a good idea i saw)
5)And i think quickbrownfox covers the rest which i agree with!
This is hectic hero and i hope he finds his was into dota.
