How do you describe my hero?

Because my mind is fluctuating between downhill insanity and superb thinking, would you guys take a look and help me decide which sick skills my hero is best suited with. Choose from each skills with A or B. Also give me feedback with my wacky idea.

Wacko: Insanity
Range: Melee / Move speed: 315 / Attack speed: 1.33
Primary: Agility
Strength: 18 + 2.1
Agility: 18 + 2.1
Intelligence: 18 + 2.1
HP: 492 / HP Regen: 0.79
Mana: 234 / Mana Regen: 0.73
Damage: 40-60 / Armor: 3

Wacko is a human who has gone cuckoo when his beloved comrades died in battle against the Scourge, however his bonkers has greatly increased his capacity in battles. This screwball has the ability to cause enemies to feel a bit of insanity . This nutcase however seems to get carried away sometimes and go bananas at the heat of battle.
PS: Even when he’s gone haywire , he is yet to harm any allies he’s been with.

When Wacko kills a hero, the hero loses experience.
Level 1: Hero killed loses 2% of current level
Level 2: Hero killed loses 4% of current level
Level 3: Hero killed loses 6% of current level
Level 4: Hero killed loses 8% of current level
Notes: Better late game, when a level 25 hero dies, he loses 2 levels.
Mana Cost: N/A
Cooldown: N/A

Level 2: Hero killed loses ½ Level
Level 3: Hero killed loses ¾ Level
Level 4: Hero killed loses 1 Level
Notes: Better early game, since the level down amount is fixed.

Schizo: /Z/
A!

A target hero suffers from auditory hallucinations, as if someone or something is speaking to him/her. Hero stops for a certain amount of time. Hero therefore is unable to attack or cast a spell, neither can he move. Hero comes to his/her senses when he is attacked.
Level 1: lasts 2 seconds
Level 2: lasts 4 seconds
Level 3: lasts 6 seconds
Level 4: lasts 8 seconds
Notes: Better used against a single hero.
Mana Cost: 120/130/140/150
Cooldown: 30

A target hero suffers from auditory hallucinations, as if someone or something is commanding him/her to attack his ally. Hero then attacks nearest ally hero. Hero is uncontrollable for a certain amount of time. Hero comes to his/her senses when the effect is over. Doesn’t take effect when hero is alone.
Level 1: lasts 3 seconds
Level 2: lasts 4 seconds
Level 3: lasts 5 seconds
Level 4: lasts 6 seconds
Mana Cost: 120/130/140/150
Cooldown: 30
Notes: Better used against 2 or more heroes.

Hostile: /E/

Wacko is able to increase his damage at great heights but in return, he also receives more damage. The spell lasts for 15 seconds
Level 1: Gains 20% more damage, receives 5% more damage
Level 2: Gains 40% more damage, receives 10% more damage
Level 3: Gains 60% more damage, receives 15% more damage
Level 4: Gains 80% more damage, receives 20% more damage
Notes: Better used when hero is without allies.
Mana Cost: 120/130/140/150
Cooldown: 35

Wacko targets a hero increasing its hostility. The target hero gains more damage but in return receives more damage. The spell lasts for 15 seconds.
Level 1: Gains 15% more damage, receives 15% more damage
Level 2: Gains 25% more damage, receives 25% more damage
Level 3: Gains 35% more damage, receives 35% more damage
Level 4: Gains 45% more damage, receives 45% more damage
Notes: Better used when hero is with allies.
Mana Cost: 120/130/140/150
Cooldown: 35

Panic: /C/
A!

Wacko’s insanity causes a target hero to panic. Hero loses state of peace and equilibrium, also dulls his skills in battle. Hero’s concentration is greatly impaired. Lasts for 15 seconds.
Level 1: Disables HP and mana regeneration, reduces armor by 2, causes hero’s attacks to miss by 20%
Level 2: Disables HP and mana regeneration, reduces armor by 4, causes hero’s attacks to miss by 40%
Level 3: Disables HP and mana regeneration, reduces armor by 6, causes hero’s attacks to miss by 60%
Notes: Better used against pound per pound heroes
Mana Cost: 110/220/330
Cooldown: 65/55/45

Wacko’s insanity finally takes a toll on him causing him to panic. He then loses state of peace and equilibrium, his concentration is greatly impaired. Lasts for 15 seconds.
Level 1: Increases move speed by 5%, attack speed by 15%, gains 5% chance to either deal zero damage, double damage, triple damage, quadruple damage, 80% chance to deal normal damage.
Level 2: Increases move speed by 10%, attack speed by 30%, gains 10% chance to either deal zero damage, double damage, triple damage, quadruple damage, 60% chance to deal normal damage.
Level 3: Increases move speed by 15%, attack speed by 45%, gains 15% chance to either deal zero damage, double damage, triple damage, quadruple damage, 40% chance to deal normal damage.
Notes: Better used against spell casters
Mana Cost: 135/270/405
Cooldown: 70/60/50
