what's brilliance aura means?

what's brilliance aura means? example an item with 0,8 brilliance aura it will give you a 0,8 mana regen per second or 80% mana regeneration?

which is true about that? Confused

Brilliance Aura gives you extra mana regen while under the effects of teh aura.
0.8 brilliance aura is an extra .8 mana per second. It will have a ##% if its a percent value.
