I believe that any non-AP game summons creeps at 1:30 countdown.

They always spawn at 1.30. View Caspian's creep blocking guide in the library for reference.

yeah when i cre8 game the creeps come out at 2min but when i play gg client some of the maps started in 1min 30sec

AR = 1:30.

if creeps spawn at 1:30 neutrals will spawn at 2:00

if creeps spawn at 2:00 neutrals will spawn at 3:00
