Description:
A legendary sheriff's badge that has been handed down from different generations. The Sheriff Badge helps in uplifting the courage of every cowboy of the west whenever there are outlaws on the run.
Requires:
Ring of Basilius (500 gold)
Gauntlets of Ogre Strength (150 gold)
Belt of Giant Strenth (450 gold)
Chainmail (550 gold)
Sheriff Badge Recipe Scroll(650 gold)
Discussion:
I will give a simple discussion about my entry for the july GC! simple discussion ok!

Grants:
3 armor(also gives 2 armor aura to nearby allies at 750 AoE)
+15 Str and +20 damage(gives +10 damage and Str aura to nearby allies at 850 AoE)
1% mana regen(base on hero's manapool on self only)
(Active) Bright Badge-Increases HP regenerative abilities of heroes, whether natural regen or skill regen,by 3% within 500 AoE of the bearer.Last for 7 seconds.!!Can stack with no more than 1 bright badge effect!!.
(Passive) Bounty-Any enemy hero who killed one of your ally hero will receive an armor reduction of 0.4 x number of ally heroes that enemy have killed. When the enemy hero, who still have the armor reduction be killed,the hero who killed that enemy will gain extra gold of 20 x number of armor reduction given by the "Bounty" effect of bright badge only.
Extra Info:The Bounty effects on enemy hero is turned off once the Sheriff Badge is not on the inventory and turned on once back in the inventory.
Manacost: 200
Cooldown: 30

Question 1:The bounty is the passive one and the Bright Badge is the active one which cost mana and has a cooldown.
Question 2:The bearer will only receive the +3 additional armor and nearby allies gain the +2 additional armor and it won't stack with another sheriff badge armor effect, the +2 additional armor to allies.
Question 3:The hero's damage is increased by 20 and it's str is increased by 15.
Question 4:Yes it works like HoT but the difference is it also takes effect on regenerative skills like healing ward of juggernaut or the shadow word of worlock so it will really be a full support item.
I want to add this on the fourth question...The 3% increased regenerative ability will be like the HoT so it will be based on the base HP of the hero if its the normal regen of the hero and if its a regen that came from skill like shadow word, the increased regen percentage(3%) will be based on the caster's own base HP and not the target.
Hope i clarified it and answered your questions correctly.

well well well.. i see a promising item here.. cause RoB is so under-used that it can only be upgraded to Vlads.. which is unfair.. if your a range support hero like warlock.. this would be a better option.. gives you more hp.. another upgrading option for gauntlet (other than bracer, basher)..
Active Ability
Tell how long it lasts.. this would be very imba if it lasts forever >_<
but.. pretty unique kind of active skill..
Passive Ability
Kinda Good item for armor-reductors which will be so effective against imba people that got awesome kills..
Overall.. i like this item.. i'll get this over arcane cause this is way better imo.. this also adds some hp for the support hero which is awesome..

I changed the receipt scroll amount to 650,added a time-limit for the Bright Badge active skill,increased the cooldown of the Active skill and clarified the additional effects it gives to allies.
Hope i finished the clarifying part.

Since my ideas can't go through teh mods then I choose to criticize the ideas.
First question, Isn't it a little too imbalance if the Passive effect is for all of you allies?
Second question, The enemy hero kills = negative armor buff to the hero is a little bit too imbalance considering if that hero is a carry or a early game killer? I think you can nerf that by making it -0.03(creep kills)-0.9(hero kills) and make it permanent till the item is in the item slot.
Third question, Isn't it a little bit imbalance that bright badge can stack with the other bright badge? Example, If I use Alchemist and I have that item and my 3 of my teammate have it and I asked all of them to activate it and then I activate my chemical rage skill, Isn't it imbalanced? Make that unstackable.
Nice item you got there. But most of it is a little bit imbalanced. I hope to find an exotic idea.

The bright badge effect can only stack with one(1) more bright badge effect and not so many.
I'll consider your other ideas about the item and I'll also increase the cd and the mana cost for the active skill it gives so as to not use the bright badge every clash.

Don't worry Manong I'll improve this item, just you wait. I'll have to reveiw first for the prelim exams here at La Salle so that's why i haven't really tought about the imbalances too much. But improve it step by step, Ofcourse with your help aswell.

There I changed the time for the bright badge effect, decreased it by 1 second and increased the mana cost to 200 and also increased the cooldown to 30 seconds.
Changed the effects of Bounty, still waiting for more questions and suggestion for the item.
