SAGE'S SCEPTER

REQUIRES:
*Robe of the Magi-450
*Staff of Wizardry-1000
*Energy Booster-1000
*Sage's Scepter Recipe-1550

GIVES:
20 Intelligence
300 Mana
Passive Recollect

EFFECT:
Whenever a spell is cast, there is a 25% chance to restore 50% of the mana used to cast the spell.

imba, 50% is too much, if you want 50% increase cost.
