Well, maybe it has to do with the "nothing stops doom" thing... Not even being an ally xD
I dunno, why on earth would you want to Doom an ally? Heh, anyway, congrats for finding out ^^!

An allies hero better to be denied when he will surely die usually under damage per second spell(s). Then u could deny him by just manually attack him without having to doom him.

I don't think you could use harmful spells on allies...
