First things first, wrong place to post. This section is only for dota related questions.

Secondly, all you need is adobe photoshop and imageready. I would teach you how to do it but i'm way too lazy. Check the net, there are many tutorials there.

But there is a catch. In order to make the animated .gif of the hero, you must get a model or a few pictures of him in sequence to string together into one animation. Other than that, some can be taken straight from the game itself, though, it is very common.

Bish has a point, try experimenting on simple ons first like stickmen or something. Perhaps moving words too. Once you get the hang of it, you can begin to do the dota ones.
