Just an suggestion, like the item builder and hero builder. There could be a rune builder for making runes spawned in the river, or neutral builder for making neutral creeps in the jungle.

imo you don't need it, just put runes in under items.
and neutrals... nobody really cares about them..
just put them under... heroes...?

rune suggestions are useful, creeps are not.

It sounds very limited in scope, both runes and neutral creeps. I don't think it's worth making one.
