Pretty much depends on the hero...

You won't build Mjollnir on a hero with orb spell!(I suppose).

Both can be a good combination...

Well, to see which is "better", you'd have to look up every dota hero, and then see which one's better for that hero... Then sum up all results and see which one got the best one... I'll leave that up to you of course, I'm not that crazy yet...
However, I believe Radiance would win...
Given every hero a Radiance, that hero would definitely improve his game throughout the entire match, farming up easier, and leveling up faster...
While Mjollnir is very situational, it depends on you having a very fast ASPD, and it mostly only shines in the VERY late game...

I usually go with radiance because i'd rather have a different orb effect than lightning,

Uh, lifesteal? Do you mean the AoE damage or did you confuse the items?

why don't we buy both?
-%20 chance to 200 damage
-%20 chance to 200 AOE damage
-4,3 armor
-%30 AS
-30(60) damage (mjolnir)
-75 damage (radiance)
-35 damage per second

Well, for insane farmers (namely Medua and Razor) you get them both.

^^Radiance is the shiny gold thingie that makes everyone around you sparky, not the one that looks like a giant horn with a skull and makes your attack make a retarded sound and even a more retarded green boomerang made out of jelly-like icky stuff.

Well, instead of radiance, in razor, I believe that he is one of those heroes who just can't use radiance (well, he can, but he uses almost everything else at that cost way more efficiently...)
Get a Butterfly instead, or get a Buriza (I know, more expensive than radiance, but how long does it take you to farm with him?)
IMO, if a hero can farm them both, then he should choose one of them and get items that suit his role, or are synergistic with his skills... Not another farming item...
