Requires:
Scroll: 1250
Boots of Speed x4: 2000

Gives:
+ 70 Movespeed

Haste (Passive) Increases movement speed by 3% every second when hero is moving.
Movement increase lasts for 3 seconds when the hero stops.
Movement increase stops stacking when a hero stops.
Movement increase stops stacking even when a hero just stops for an attack.
Max speed is still capped at 522.

I vote imba... you get 15% in five seconds, no way. Lower the % to 1 or 2 and increase the price of the scroll. I like the 4x Boots of Speed though lol.

run for 10 secs you get 30% ms
300 ms --> 400 ms

up the price and it would be considerable

although i do like this item lol

i dont believe its imba..

since some heroes have skills that greatly increases their move speed.. Slardar, Strygwyr, Barathrum, Clinkz, Visage, Ish'Kafel etc..

maybe i'd increases the recipe to 1250... huh?

lol i dont think its imba at all...i mean balanar and slardar have movespeed buffs like that...i guess innaway its granting these to all heroes now...but i think it is great for heroes like techies because then you can run around the map faster....this could replace the boots of travel....easier to get places with 522 movespeed...and the ms buff STOPS so easily....when you attack...when you stop...it doesnt stack anymore...and all that i think that its perfectly balanaced...
