O_o it was approved in less than on hour.. odd
anyway yes a very good item on juggs.
good on any DPS without an orb effect already really, it will reduce a creep wave to nothing and cost effectiveness is like a situational bruiza for less gold.

Very much like chaos bolt of nessaj, chance only of getting max dmg on target...good idea especially if joined with high-speed heroes like razor cuz higher chance to proc...
