None of you answered correctly. >.<
The answer would be Magina, with his mana break.

Neji's Gentle Fist technique is a taijutsu type, so it's like a melee skill.
The Hyuuga Clan's bloodline ability is their Byakugan, an eye technique which allows them to have extraordinary vision, allowing them to see their enemy's chakra holes. Hitting the chakra holes with their Gentle Fist technique, they cannot gain chakra.

Similar to Magina, hitting his enemies with his mana break, it disallows his enemies to use skills due to no mana. Like Hyuuga Neji does.

but hinata and neji still have paralyzing effects when they attack. So, can their answer be considered? ^^

Each attack has an intense inside their body, can break organs so because when locate chakra holes, can that be? no?

Neiji doesn't paralzye enemies, instead, every attack drains mana

His tripalms (the one he used against Naruto) doesn't paralyze the enemy, instead, he closes down their chakra holes, so the enemy affected can't use their chakra or somewhat get the chakra flow disrupted and sometimes even stop the flow
