After Banning Probs? Bug Or Rule? (drew?)

Hey,
This message is mostly directed at drew.
Because I got banned the other day, I'm allowed to post again but I can't PM or put my avatar back up. I was wondering whether this was a rule or if it is a bug. I was just wondering why i can't do this now and will i be able to soon,
