"...The first case of the Plaguspolyhedrovirus, dubbed 'sliver' appeared to be spawned from the original strain Omniinfectuvirus, in captive simians. It's strand of viral activity was unlike any other, being capable of infecting its host with multiple strains of deadly viral infections. It was known to be both airborne and transferable through contact. The greatest of its properties was the ability to create an even deadlier strand of mutated virus through coagulating the blood and mixing the infections then dispersing it through the body again. Never before have I seen such a rampaging super-virus, some say its of scourge creation, which it almost certainly is, but it holds no commitment to any master, and works completely on its own. I don't know whether to embrace our fate or delay the inevitable..."

Virulge (V)
The Sliver viciously injects itself into the targets body causing an internal infection upon its new host. It stay within the target for only 3 seconds before the infection becomes appearent.
Level 1 - Deals 45 damage a second, then causes an internal infection lasting 15 seconds that causes the target to take 1.65x more damage 9% of the damage sources.
Level 2 - Deals 55 damage a second, then causes an internal infection lasting 15 seconds that causes the target to take 1.65x more damage 11% of the damage sources.
Level 3 - Deals 70 damage a second, then causes an internal infection lasting 15 seconds that causes the target to take 1.65x more damage 13% of the damage sources.
Level 4 - Deals 90 damage a second, then causes an internal infection lasting 15 seconds that causes the target to take 1.65x more damage 15% of the damage sources.
The critical effect works on both spells and attacks.
Mana Cost: 110/120/130/140
Cooldown: 15
Framework: Surges into targets head, then remains inside of them for 3 seconds, exiting back 200 range from the target.
Notes: During the 3 seconds you are in the target you cannot be dealt damage.

Body Ulcers (B)
The Sliver coats its stingers in a viscous goo for 8 seconds, cuasing the next wave of assult to cause external infection creating boils on the skin that leech life from the target and is drained to whomever causes the target harm.
Level 1 - The next 6 sources of damage penetrate up to 4 armor or 5% magic resistance, and cause an external infection per hit for 15 seconds creating 1 boil and then another boil ever 5 seconds draining .35% of target max life to whomever erupts the boil.
Level 2 - The next 6 sources of damage penetrate up to 7 armor or 10% magic resistance, and cause an external infection per hit for 15 seconds creating 1 boil and then another boil ever 5 seconds draining .6% of target max life to whomever erupts the boil.
Level 3 - The next 6 sources of damage penetrate up to 10 armor or 15% magic resistance, and cause an external infection per hit for 15 seconds creating 1 boil and then another boil ever 5 seconds draining .75% of target max life to whomever erupts the boil.
Level 4 - The next 6 sources of damage penetrate up to 12 armor or 20% magic resistanc, and cause an external infection per hit for 15 seconds creating 1 boil and then another boil ever 5 seconds draining .9% of target max life to whomever erupts the boil.
Boils are erupted after the target takes 75 damage or the target deals 75 damage. If the target erupts its own boil it does not get the life back, but noone else can gain life from him for that boil, tactical choice on their part :/
Mana Cost: 140
Cooldown: 30/25/20/15
Framework: Target spurts blood when the boils erupt, otherwise it just adds a status icon.
Notes: SO if you use all 6 attacks the the target has 6 bild on their skin and then will develope another 18 over time, meaning at max rank this will drain 22.8% of targets max life.

Cerebrelipox (C)
Releases noxious vapors into the air around itslef, having instant coma like affects on all who breath it in, and creates a cerebral infection causing a block of the electrical synapses, slwoing them, if the target does not remain active. Max of 45% ms/aspd slow
Level 1 - 400 AoE, instantly stuns all breathers for 1.1 seconds and causes a cerebral infection for 15 seconds causing the target(s) to spasm every 2 seconds they do not attack or cast spells. The spasms reduce the target(s) attack and move speed by 4% each spasm.
Level 2 - 400 AoE, instantly stuns all breathers for 1.25 seconds and causes a cerebral infection for 15 seconds causing the target(s) to spasm every 2 seconds they do not attack or cast spells. The spasms reduce the target(s) attack and move speed by 6% each spasm.
Level 3 - 400 AoE, instantly stuns all breathers for 1.4 seconds and causes a cerebral infection for 15 seconds causing the target(s) to spasm every 2 seconds they do not attack or cast spells. The spasms reduce the target(s) attack and move speed by 8% each spasm.
Level 4 - 400 AoE, instantly stuns all breathers for 1.55 seconds and causes a cerebral infection for 15 seconds causing the target(s) to spasm every 2 seconds they do not attack or cast spells. The spasms reduce the target(s) attack and move speed by 10% each spasm.
Mana Cost: 85/95/105/115
Cooldown: 18/17/16/15
Framework: A greyish smoke cloud that disperses after casting
Notes: Okay, if they dont attack or cast a spell at least once every 2 seconds from the begining of the infection they lose the ms and aspd. Just an explanation.
[ULTIMATE SKILL]
Mutagene (T)
The Sliver painfully progenerates a new viral infection or disease within the target based on its current infections.
Level 1 - Renews current infections on target, and creates an infection within the target with effects equal to the current level of each infection already on the target, if the target dies the mutagene will search for another target with any sort of infection within 1000 AoE. Mana cost and CD reduced per level.
Level 2 - Renews current infections on target, and creates an infection within the target with effects equal to the current level of each infection already on the target, if the target dies the mutagene will search for another target with any sort of infection within 1000 AoE. Mana cost and CD reduced per level.
Level 3 - Renews current infections on target, and creates an infection within the target with effects equal to the current level of each infection already on the target, if the target dies the mutagene will search for another target with any sort of infection within 1000 AoE. Mana cost and CD reduced per level.
The gene has 4 seconds to find another host after the original dies or it ends.
Mana Cost: 250/200/100
Cooldown: 80/60/40
[i]Framework: Target leaks blue good everywhere, to show the signs of infection.
Notes: Basically what this skill does is it doubles all the current infections on the target, which normally wouldnt be able to stack, but the ultimate allows a second stack of the infections and it will go to another target if the original dies (i.e. if they had a cerebral infection now they will be slowed by 20% every 2 seconds instead of 10% and allows up to 90% slow instead of 45%. If they had an internal there would be 2 chances on each attack which in some cases may result in each attack doing 2 1.75x criticals so bsically 2.5x crit on that strike. For external they would produce 2 boils every 5 seconds per stack but each would still only hold .9% life.)[/ i]

Good job, sounds like it would be pretty interesting to play. I have a few questions:
1. On the first skill, you say: "causes the target to take 1.65x more damage 9% of the damage sources."
I don't get it, do you mean they take 1.65x more damage on 9% of attacks?
2. On the second skill, are people erupting boils as they create them? What I mean, during the initial 6 attacks causing boils, on the first attack I create a boil. On my second attack, I deal 75 damage to the target, do I erupt the boil I just created?
I like the third skill, its a nice chase skill.
The ultimate is tastefully balanced, well done on that.

On the first skill what I mean by that is in the case of a spell being cast or an attack being made on the target, like if zues lightning bolted he would deal something like 577 on that spell. So its only on regualr attacks and spells that deal damage. Not on periodic sources which it may have seemed like.
First off you are the only one capable of creating the boils, each boil you create renews after 5 seconds or multiplies, and yes you are destroying them as they are being made.
