-A dagger enchanted with the elements of the wind, rumored to grant its user powers to alter the power of time and wind

-Eul's Scepter of Divinity -2800
-Blade of Alacrity - 1000
-Kelen's Cyclone Dagger Recipe - 1150

Total cost - 7000

Gives:

+25 intelligence
+125% mana regeneration
+10 Agility

Abilities
[Passive]
15% chance to instantly blink in front or behind the target

[Active]
Cyclone Blink
costs 75 mana
cooldown of 45 seconds
-can phase to a target explored location with a maximum of 1000 range, all units that where passed through will get cycloned for 4 seconds

clarification:

about passively blinking infront/behind

does that mean for every attack?

expensiveness covers imbaness of cyclone blink, and anyway they are invulnerable during the process,

-blinking in front or back, like yurnero's omni slash,

what if i make it droppable

Hmmm... The Cyclone blink is really scary though. It can cause cyclones to everyone it passes through. They're pretty much sitting ducks for some heroes when they fall down...

Also, I'm curious as to how many charges of euls is needed...

a full charge of eul is needed, meaning it must be unused
