Is Assault Cuirass Over powered?

In case you haven't seen new map, and three new items. One is the Assault Cuirass, ( http://www.dotastrategy.com/item-100-AssaultCuirass.html ). So once you check it out, do you think that it is too much. I know the recipe calls for a lot and at 6470 gold, it has to do something good, but it adds a total of 15 armor to you, subtracts 5 from enemies, and gives 55 as. What do you think of it? Its a cool item, although if Rooftrellen gets it and used living armor, that 25 armor, + base. Im not sure about the numbers, but dmg reduction on that must be will into the 60%.
