when i use boots of travel on my creep, it doesn't move anymore.
is that a bug or something?

teleporting on a creep does stop it. It's perfectly normal.

I have seen creeps stopping for no reason!No teleport no nothing!They stopped when a heavy hero battle like a 4v4 in 1 lane and they cast spells creeps have stopped...

creeps stops when, they are used when a player teleports on it by using boots of travel,
and creeps stops when is affected by the ultimate skill of beastmaster, primalroar...
all creeps that stopped will return to its consciousness when he/it sees an enemy near...
