It's not really useless.. It's situational.. When you prefer other orbs and you want lifesteal.. Or if some melee heroes who have in-built orb skill.. And you want to have lifesteal.. Examples are magina, ursa....... So.. It's not really useless..

It's certainly not useless, just pointless on most heroes.
It's aimed at giving melee heroes with an inherent orb effect a lifesteal ability. It's not all that expensive, can be farmed super fast. Good heroes for Vlad's imo:

Ursa
Magina
Lycan (mainly so wolves benefit from the aura)
Drow xD (I should'nt have to point out that this is a joke, but I will anyway)
Tide and Vlad's are friends too.
Slardar (so you can get a Styg)
Gondar (IF you're going SnY)

So nah it's not useless. Plus, it's components (RoB, RoR) help a lot during early game.

USELESS?!?! No item is useless! All items are good for at least one thing. Vlads give aoe armorboost (i think), aoe mana regen, and aoe lifesteal (not orb). Useless? no.
