The downside about time havoc is that it can rip your team apart. And I also think that the ms boost is huge. Keep it below 25%. And then change the damage taken to 30%. The atk speed is also way too much. Change it to say 90-100% That is already alot. 140% is crazy. That's like 3 hyperstones.

well...
the - MS aura is HARD... melee heroes will never reach you, because the AoE is like 600... reduce the -ms range to 300, and this will be fine.
but the .5 seconds stun...
please remove it...
imagine one heroe is ganked by two. one got this item and simbly moves around, so taht the one hero allways exits the AoE and is permastunned...
the rest is fine, i think.
