Core drill

Description:
The core drill is a conduit of spiral power, the key to the Gurren-Lagann's might in battle. It enhances and grows with the user's power, unleashing the true might of the user when its power is tapped.

Gives:
450HP
400MP
5HP Regeneration
25% Mana regeneration
15 All attributes

Active:Spiral Burst
Doubles the user's base attributes for 5 seconds, doesn't double attributes given by items. Gives a bonus HP/MP boost like Armlet, and takes it away the same way. You cannot die from this HP loss.
Framework: A green spiral spreads out from the user and they gain a bloodlust effect, except the power is green.
Cost: n/a
CD:35
Requires:
Soul Booster (3300 gold)
Ultimate Orb (2100 gold)
Core drill Recipe Scroll (600 gold)

Estimated Item Price: 6000 gold

Because i feel that this month, if I'm going to do one TTGL submission, i might as well join this and do another.

The item is nice and balanced, but I cant see myself getting this item on any hero.

It depends how you want this to work. Doubling the attributes will give you almost twice the amount of hp and mana (provided that you don't buy any stats or hp/mana items). But if you activate it when at low health, does it work like Armlet? Will you have a sudden surge of hp equal to the amount of hp from strength or will the hp be percentage based? What happens when you turn it off?

These kinds of small details are important imo in determining the use of the item

And when the effect wears off, does the bonus hp get reduced completely like Armlet? Include it in your item description

Double attributes is hardcore. It works well on all heroes. Especially harbinger. SO I guess the price is ok. Make it so that harbinger can't buy it or something.

Hmm. The rest isn't too imba. Or make it so that it also doesn't boost from skills. So that pudge,cw, drow doesn't have extra benefits from it.
