Backwind Strike

Cooldown : 13/12/11/10
Cast Range : 450/500/550/600
Hermes moves with a very high speed, leaving an image at his first place. Then Attacks the targe with devastating blow, It has a chance to knockback or stun the enemy. Knockback to your image location
Level 1 - Deal 75% Of Total STR + 75% Of Total AGI + 25, damage wont excess 100, 10% To either knockback or stun. Image last for 2 seconds
Level 2 - Deal 85% Of Total STR + 85% Of Total AGI + 35, damage wont excess 150, 10% To either knockback or stun. Image last for 2.75 seconds
Level 3 - Deal 95% Of Total STR + 95% Of Total AGI + 45, damage wont excess 200, 10% To either knockback or stun. Image last for 3.5 seconds
Level 4 - Deal 105% Of Total STR + 105% Of Total AGI + 55, damage wont excess 250, 10% To either knockback or stun. Image last for 4.25 seconds

Framework : Jutaxpose, then looks like a Nether Strike. Takes 1.2 second to full cast this spell to the end
Image is stationary, But can attacks or be attacked (30%, 250%). Stun last for 1.25 seconds, and resolved after damage was dealt

The Vault has 700 Hitpoins, 5 Fortified Armor, and 300 Movespeed. Last for 25 seconds. If it was destroyed before duration ends, Hermes Lose 100 Gold

Hermes changes his equipment to his favourite caduceus and winged boots
Level 1 - Grants 15 Extra Damage, Health Master Level 1, Winged Boots
Level 2 - Grants 20 Extra Damage, Health Master Level 2, Swifte Boots
Level 3 - Grants 25 Extra Damage, Health Master Level 3, Light Boots
Level 4 - Grants 30 Extra Damage, Health Master Level 4, Sacred Boots

Health Master | Passive 450 AoE Aura
Level 1 - Multiplies regeneration rate by 1.15x (Both), If Allies receive +200 damage, Their Regeneration becomes 350% for 1.5 seconds
Level 2 - Multiplies regeneration rate by 1.25x (Both), If Allies receive +200 damage, Their Regeneration becomes 425% for 1.5 seconds
Level 3 - Multiplies regeneration rate by 1.35x (Both), If Allies receive +200 damage, Their Regeneration becomes 500% for 1.5 seconds
Level 4 - Multiplies regeneration rate by 1.45x (Both), If Allies receive +200 damage, Their Regeneration becomes 575 % for 1.5 seconds

Cooldown 12, Last For 4.5 seconds
Level 1 - Winged Boots - Adds 15 Movespeed, Ability to Sudden Airwalk
Level 2 - Swifte Boots - Adds 20 Movespeed, 7% Evasion, Ability to Sudden Air Run
Level 3 - Light Boots - Adds 25 Movespeed, 12% Evasion, Ability to Sudden Dash
Level 4 - Sacred Boots - Adds 30 Movespeed, 17% Evasion, Ability to Sudden Flight

Sudden Airwalk : Whenever Hermes Dealt or receive damage that reduce the hp to lower than 20%, He will gain 20 movespeed and 15% attackspeed
Sudden Air Run: Whenever Hermes Dealt or receive damage that reduce the hp to lower than 20%, He will gain 30 movespeed and 20% attackspeed
Sudden Dash: Whenever Hermes Dealt or receive damage that reduce the hp to lower than 20%, He will gain 40 movespeed and 25% attackspeed, If Enemy ran 600 range away from Hermes, His movespeed become 522 until the distance is 300 range
Sudden Flight: Whenever Hermes Dealt or receive damage that reduce the hp to lower than 20%, He will gain 50 movespeed and 30% attackspeed, If Enemy ran 600 range away from Hermes, His movespeed become 522 until the distance is 175 range

Hermes empowers himself, but after that, he'll be severely weakened
Level 1 - Multiplies all stats by 120%, 10% Chance To Backwind Slash, Creating Image 300 range from you, After It Ends, Stat will be reduced to 70% for 6 seconds
Level 2 - Multiplies all stats by 135%, 15% Chance To Backwind Slash, Creating Image 300 range from you, After It Ends, Stat will be reduced to 75% for 6 seconds
Level 3 - Multiplies all stats by 150%, 20% Chance To Backwind Slash, Creating Image 300 range from you, After It Ends, Stat will be reduced to 80% for 6 seconds

ok, some comments:

1st skill: you should clarify whether the knockback and stun chance is 10% combined or 10% each, and whether or not they stack. (ie can you process both a stun and a knockback?)

2nd skill:are you summoning all 4 of those shops on location, or 1 shop that sells items from those shops? either way, a full list of what it sells might be a good idea.

3rd skill: Boots: The level 3 effect with the 600 range enemy trick is very vague, does it use a buff placer on your attacks to identify which enemy is fleeing? and beyond range because most of the game there won't be 5 enemies within 600 AoE of you

Ulti: You haven't specified how long the buff lasts for, just the debuff
