I was playing Rezzar, and I did the roar, while the player was running away and i couldnt click out of it, maybe it was just me, or maybe it was a bug >.<

maybe your opponent activated his/her BKB ?
or you are under doom / silence effect ?

maybe you just had a low accuracy and couldn't click the running hero due to tension of the battle between you and your opponents xD

Just wanna add, you cannot target roar to the ground. should be targeted to the enemy unit.
