There are so many popular questions about Aghanim Sceptre's effects,
such as: Does Aghanim Scepter reduce cooldown?
Or Does Aghanim Sceptre affect mana cost?
And many others else.
The answer is "relative" .

im not sure but i think in the new 6.45 they added one more bounce to lich's chain frost if equiped w/ scepter..im not sure anyways nice job... Smile
