A child prodigy who graduated at the top of the class in the Tolarian Academy. Through the years, he worked hard to follow the footsteps of his missing father, and attained the title of Magister Magi. His search for his father has led him into middle of the Sentinel-Scourge war, where he has sensed clues that his father has been here. The sentinel has appealed for his assistance in the war, in exchange for allowing him access to their archives, where he may find more about his missing father.

Saggita Magica (G)
Negi fires an arrow of magic energy towards the enemy. At close range, he modifies the arrow into a concentrated burst on his fist, bypassing resistance and knocking back the enemy with the impact.
Level 1 - Magic arrow deals 75 damage. Ignores resistance and knocks back enemy by 150 units at close range.
Level 2 - Magic arrow deals 150 damage. Ignores resistance and knocks back enemy by 210 units at close range.
Level 3 - Magic arrow deals 225 damage. Ignores resistance and knocks back enemy by 270 units at close range.
Level 4 - Magic arrow deals 300 damage. Ignores resistance and knocks back enemy by 330 units at close range.
Range: 600 || Targeting: single || Close range: 175
Mana Cost: 110/125/140/155
Cooldown: 12 seconds at all levels

Framework: A white arrow projectile(1200 speed) at long range. Whitish primal roar animation at close range. Greater Bash knockback effect.

Notes: Can be used as a regular nuke afar, but much benefit for getting up close with the enemy.

Flash Step (F)
Learned from a seasoned ninja in his exploits, he modified it by charging magical energy in his legs, then moving in a burst of speed. His sudden appearance startles enemies and leaves them open for attack.
Level 1 - Moves 500 units in the direction he is currently facing, stuns enemies at the end for 0.75 seconds.
Level 2 - Moves 600 units in the direction he is currently facing, stuns enemies at the end for 1 second.
Level 3 - Moves 700 units in the direction he is currently facing, stuns enemies at the end for 1.25 seconds.
Level 4 - Moves 800 units in the direction he is currently facing, stuns enemies at the end for 1.5 seconds.
Targeting: self || Stun AOE: 225
Mana Cost: 120 at all levels
Cooldown: 11/10/9/8

Framework: Leap targeting, Time Walk motion blur. White wave for stun area at end.

Notes: A blink variation skill, useful to get in or out of battle quickly, also stuns, so take advantage of the opening.

Cassiopeia (E)
The result of a combined effort of magic and science, the Cassiopeia is a time manipulation device powered by magical energy. Though it will take too much mana to be able to travel a great distance in time, Negi has found a way to utilize it in battle by being able to jump in time for fractions of a second, avoiding a possible attack. Continuous use causes strain to his mana, needing to use more for each consecutive use.
Level 1 - Dodge the next attack or targeted spell in the next 2 seconds. costs 5 more mana per cast within 6 seconds since your last cast.
Level 2 - Dodge the next attack or targeted spell in the next 2 seconds. costs 10 more mana per cast within 6 seconds since your last cast.
Level 3 - Dodge the next attack or targeted spell in the next 2 seconds. costs 15 more mana per cast within 6 seconds since your last cast.
Level 4 - Dodge the next attack or targeted spell in the next 2 seconds. costs 20 more mana per cast within 6 seconds since your last cast.
Targeting: Self, Autocastable || Additional mana cost is cumulative (4th cast at level 4 adds an extra 60 mana to the cost)
Mana Cost: 55/70/85/90
Cooldown: 4/3.2/2.4/1.6 seconds

Framework: Evades the next attack or targeted spell to hit him while the buff is on (white spark to show attack was evaded). Buff disappears after 2 seconds or an attack is made. Autocast will cast only when the buff is gone.

Notes: A twist on evasion, costs mana, but guarantees a miss.Can be used while fleeing to avoid random storm bolts or can waste a lot of time for a permastunner.

Signum Contego (T)
Conjures a barrier that withstands damage.When the barrier is breached, the energy it absorbed is converted into healing energy, restoring lost Hp and mana to himself.
Level 1 - Creates a barrier that withstands up to 250 damage, heals 250 HP and 125 Mana when it is destroyed.
Level 2 - Creates a barrier that withstands up to 420 damage, heals 420 HP and 210 Mana when it is destroyed.
Level 3 - Creates a barrier that withstands up to 600 damage, heals 600 HP and 300 Mana when it is destroyed.
Level 4 - [Aghanim's Scepter]Creates a barrier that withstands up to 800 damage, heals 800 HP and 400 Mana when it is destroyed.

Duration: 25 seconds || Targeting: Self
Mana Cost: 160/230/300
Cooldown: 80/70/60/55 seconds

Framework: A white sphere around Negi. Damage absorption similar to aphotic shield. Green and blue healing animation on break. If shield expires without breaking, you don't get healed.

Notes: One can say it's a synthesis of Aphotic shield and borrowed time. It's a nifty tanking mechanic, and not as gay as aphotic shield, but should prove irritating just as well.

Discussion:

SKILL SYNERGY:

Flash Step + Saggita Magica: Get close quickly for full effect
Flash Step + Cassiopeia: Jump into the fray with less fear
Flash Step + Signum Contego: Protect yourself when you go into the battle

ITEM SYNERGY:

Hp Boosting Items: Extend your life even more with Cassiopeia and Signum Contego
Evasion: Good with Cassiopeia

HERO SYNERGY:

Heroes with Miss-inducing skills (Mangix, Tinker, etc.): Lets you tank more attacks when combined with the right items.

CAUTION!:

Heavy Nukers(Slayer, Lich, etc.) : Low STR = bad
Attack Speed heroes: (Bone Fletcher, Lone Druid, etc.): Too many to dodge with Cassiopeia
Silencers (Traxex, Nortrom, etc): Shuts down protection/Escape methods.

Heart of Tarrasque: Boosts your survivability by increasing your Hp.
The Butterfly: Evasion works well with Cassiopeia.
Guinsoo's Scythe of Vyse: To fix up the needed mana to fuel Cassiopeia.
Power Treads: For its usual bonuses.

This build is aimed on Tanking and getting the mana needed for Cassiopeia. Play to your strengths and take advantage of up to 3 survival skills, just don't be a wuss, teammates don't like the full-hp guy with evasion that won't join in the attack. feel free to add the scepter, or any other items you think would be cool for this.

First idea based on an anime character, though the story has it's own deviations.

Very nice Hero, like the ideas, however Cassiopeia maybe a little cheap against opposing heroes. You say;
Buff disappears after 2 seconds or an attack is made. Autocast will cast only when the buff is gone.

If you have a ton of mana and with a 1.5 sec cool down, and most spells targeted against you have a longer cool down, this pretty much makes you invurneable(excuse my mis spell) to attacks and spells. If someone has good attack speed they may be able to squezze in a few extra hits, but lets say you are running back to base and you are low on hp and Zeus ultis, as long as you have good mana left, you he couldn't kill you.

OK, Questions:
1. What happen if when I've 300 mana left, and cast Signum Contego (lvl 3) and get damage from lina's ulti with aghainim (about 1250 right?) ?
What happened to the rest damage?
What happened to the requirement mana?
2. Signum Contego lvl 3, what if the time limit has come and it only absorb damage about 250? is it healed for 600? or only 250? how many the mana will cost (for healing, if it healed)?
3. What happen if I cast Signum Contego once, and use refresher and cast another one? can it be casted? is it overriden? is it doubled?

This is overall awesome. I mean, no HUUUGE synergy between skills, but its really really cool. All of them. I reckon you'd want Skadi in the build as well, so, what, Treads-Guinsoo-Aghanims-Skadi-Butterfly-Heart? I'll rate after more comments; final note, I swear Tolaria was in MtG... *sigh* beats me.

@Firesky: Tell me the names of all the cards I used for icons, and I will consider using icons from other sources.
@Joxie, I'll try to answer the best I could. 1. Shield breaks and you take no damage(like an aphotic shield hit with a laguna blade would).
2. You don't get the heal if it doesn't break.
3. Unorthodox question. hehe. would get back to you on that.
@Shimrra_3:You realize how expensive that is? I did too, so It's a matter of choice and farming capability. Skadi + Aghanims would work well too to boost both HP and mana. And yes, Tolaria is in MtG, story is not exact translation of anime storyline.

but if the mana doesn't cut as full as it has to be, doesn't it quite significant?
what about make it heals just like the mana cost, I mean, uhmmm example at lvl3, when the shield break and his mana is 150, it'll only heal 300 hp. just an opinion though... XD

Cassiopeia and ultimate is way to imbalanced. if you have the ultimate, and right after its finnished you autocast Cassiopeia you wont be taking dmge or spell dmge for a long time. I sugest rethinking both of them Lina's ult does 1250 i think. One cast of Cassiopeia will denny ALL that dmge!?!?

I love this char! My only idea would be change ult around to do that 9th level ancient spell like a Laguna Blade copy over an AoE... But then again who sticks to the manga :P Great job. (That spell would be too OP anyway xD)

for someone like Negi, the lack of a pactio making skill is a bit meh. but i do like the synergy with the spells, pretty much like good old Negi.

Think nobody noticed yet, Level 1 Cassiopeia have the same effect as Level 2 Cassiopeia and costs remarkably lesser mana to use.
