I don't think the circle gains effects of items. Buildings don't use items.

what happens if you put a refresher in the circle of power ang put energy boster for manna.. can you refreah it?? i dunno.. i dont have dota on or house

Uhm. It's kind of a team ability/item, not controlled by anyone. It doesn't go in anyone's inventory, it is just used, then all buildings have insane armor, and the CD begins. There is no way to refresh it, other than -wtf mode.

No. It's an item, not a skill.

@72 This doesn't give full invulnerability just very high resistance but with this, supertowers and living armor it's impossible to lose (except maybe against 30 rapiers).
