Listing the hero's is as good as listing the name of the ulti's themselves.

obviously you are missing the point in all this and you need to sit back and think about it.
obviously if you et the right items you can stop alot of things but if an item powers up a skill as well as making your guy stronger then it should work on everyone. Im not complaining about any one skill its just that Im complaing about how this doesnt up everyones skill ok.
PS: I dont work for the people who make this game or can you not figure that out so I cant make any changes

Necro had that ulti upgrade for a very long time and no ones really complaining about it. You know why? Cause most people would've made a BKB to counter Necro's spam and ulti. Why didn't your big head figure that out?

It doesn't imbalance the game since you will have to sacrifice your other core items for the scepter. Balanar for example, he becomes imbalance since he won't have any blind spots at all at night but he would have to sacrifice either his HoT or BKB to make one first. Most heroes with AS would become imba but with a price that's why it's likely to be the last to be taken after the core build unless you really want to sacrifice it.

it imbalances the game to have the weapon not work on everyone

they should find a way for balance with everyone of the characters and I have checked the forums but this is all bull, they power up stuff like the necrolytes ulti to kill if the enemy is below 50% and you think that isnt imba. I stand by my statement of you having a tiny mind so just drop it and leave it as it should work for everyone

0 mana cost and a 2 sec CD on invoke helps SO much.

"That tiny mind of mine" as you put it has more ways to upgrade the ultimates than you can compute, but the fact remains that they have ALL been tested in the beta phase and rejected because of balance issues and non-compatability with core items.. So ask around in the forums before opening your trap!

HOLY SHIT, this upgrades all the guys that already have a fucking psycho ulti e.g. Sand King, Luna, Jugger, Abbadon, Bane elemtal.

and rigwarl could have a better mvmnt/attack speed increase or have more stacks on it or longer effect of it

the morphling could have a stronger image or have a lower mana cost, I dont know but it is dumb to have it work for only certain people I mean pudge and someone else already can't use a weapon, why should they be unable to use two. Im sure that if you use that tiny mind of yours you could find a use for the scepter in all of the ultimates

A select few?? It works for those who can upgrade their ultimate skill efficiently like most of the INT types..

How do you expect the scepter to upgrade the ulti of heroes like Rigwarl or Morphling??

this should work for eveyone not just a selec few. whay do they only have it work for a select few?????
