	Price: 5800 gold Description: A heavenly scepter cast down to the mortal realm, the Legacy can focus the power of storms to do the user's bidding. +20 Intelligence +10 Agility +30 Damage +150% Mana Regeneration Passive - Thunderbolt: Gives the bearer a 20% chance on attack to cast a 175 damage thunderbolt that stuns for 0.1 seconds. Active - Lightning Helix: Repeatedly stuns an enemy with jolts of electricity. Jolts occur every 0.5 seconds for 3 seconds, each jolt stunning for 0.35 seconds and dealing 50 damage. Mana Cost: 200 Cooldown: 30 Requires: Eul's Scepter of Divinity Maelstrom

	Discussion: Passive: Thunderbolt Same framework as Zeus' Lightning Bolt. Easy. Skill does basically the same thing too. Active: Lightning Helix Either Chain Lightning or Lightning Storm framework on casting, then every time a jolt occurs the target gets a static framework like Zeus with Sceptre. Collectively deals 300 damage to the target, and effectively disables it for 3 seconds (although some actions, like Windwalk, are fast enough to be done in between jolts). 500 casting range. Mana Cost: 200 Cooldown: 30 Good Synergies: Best on DPS Intel heroes - they can utilize everything on this item. Also good on other disabler heroes, just yet-another-disable sort of thing. Yeah QoP only has a slow, shh. Only examples, as usual. Comments and suggestions welcome as usual!

yeah i think that item needs to be balanced. occurs every .5 sec?? so if hero have attack cd less more than .5 sec he wouldnt be able to attack at all??this item gives almost physical invulnerability(agains most of the heroes).at least is should be : doesnt stack with mjolnir. 7 points for good idea

The item already has four static attributes, a passive, and an active - I left Eul's movespeed out for a reason.
It also doesn't make nearly as much sense for this to have movespeed as it does on Eul's - Eul's is cyclone, that can be associated with speed; but THIS is STORMS which can be associated oh so easily with cyclone but not really with speed. (And yes that is completely spur-of-the-moment, but I am absolutely right too.)

I probably won't edit this. I'd have to deal with Mael's IAS, ew..

Wack Wack Wack, Stun, Lighning Helix, and the Passive lightning attack= OWNAGE!!
And good thing that the cyclone for 2 seconds became a 3 sec stun.
